The mansion, which is in an upscale part of the neighborhood is reported to be operating as a “maternity mansion” which charges Chinese women a lot of money to come to the mansion in California to give birth to their children. The children that the women from China give birth to are then born as citizens of America. The neighbors say that they want the mansion shut down. Prices of American citizenship range from $5,000 to $15,000, depending on the package that is selected. The money paid is referred to as a “worthwhile investment.” The “maternity mansion” has led to the creation of a group of protesters called “Not In Chino Hills”. Rossana Mitchell, a 22-year resident of the city and spokeswoman for Not In Chino Hills, said, “We are trying to get the word out that we are not going to condone this type of behavior and allow this type of business to come into our family-oriented community.” According to the 14th Amendment of the U.S. constitution, any child born in the United States is guaranteed U.S citizenship. Authorities took notice of the so called “maternity mansion” when neighbors said that they saw many pregnant women going in and out of the mansion. The neighbors feared that there was a human trafficking operation being run out of the seven bedroom mansion. Last week, Los Angeles ABC station KABC-TV reported that the the City of Chino Hills issued the foreign-based owner of the home a cease-and-desist order. The City charged the owner with illegally operating a hotel in a residential neighborhood. According to ABCNews.com,  the owner of the mansion,  Hai Yong Wu, was not available for comment. The website believed to be associated with the mansion even has tips for the women hoping to give birth to American babies, such as ways to hide their pregnancies so that their visitor’s visas are not denied. The women who are expecting are told to wear dark clothes and carry large bags to hide their pregnant bellies. The website also talks about the benefits of American citizenship, such as free public education, better loan rates and social welfare during retirement. Mitchell said, “It’s so blatant and from doing my research, this is an epidemic and it’s nationwide. It’s a way to buy citizenship. We don’t want it here in Chino Hills.”
