Former DEA Agent Says He Was Told to Only Lock Up Black People for Drugs (Video)

Matthew Fogg, a former U.S. Marshal and Drug Enforcement Agent, speaks candidly in this video about his experience in the War on Drugs. Fogg says that he noticed that most of the drug raids that he set up were in urban areas, typically targeting people of color.  Fogg said that most of the members of his team were white, which led him to ask the question that might only be asked by the black guy in the room:  “Why aren’t we setting up raids in the suburban areas too?”

Fogg notes that African Americans aren’t the only ones using and selling drugs, yet most of us notice that the prisons are full of African Americans, the bulk of them there for drug distribution.   He says that he was told to “stand down” on the matter and informed that doing drug raids in white neighborhoods would lead to political consequences for the agencies involved.  He even said that the team would “lose their overtime.”

I appreciate the courage that Mr. Fogg showed by speaking so honestly on the issue.  My father was a law enforcement official for 25 years, and I’ve heard similar stories myself.  Also, as a college professor over the last 20 years, I can say that the amount of drug use on college campuses rivals nearly any urban neighborhood in America.  In spite of this, I have yet to see the police raid any fraternity house on a Saturday night.  So, for every person who believes that black men are filling the penitentiaries because we are the only ones committing crimes, you might want to get an education on the  matter.

President Obama, are you listening?  I hope that Congress is listening too, or any political figures who’ve received more than 80% of the African American vote.  The War on Drugs has decimated the black family in America, leaving millions of children to grow up without their parents, all due to a set of federal policies that have been proven time and time again to be as racially-biased as those implemented during the Jim Crow era.  It’s time to confront these policies, and make things right.

President Obama, as well as any Democrat on Capitol Hill who spent six months begging black people to stand in line for hours in order to vote, needs to do some or all the following (thanks to Political Science Professor Dr. Wilmer Leon for making these recommendations):

1) Call for a review of all cases in which individuals were sentenced under the old federal guidelines and re-sentence them accordingly.  I’ve heard from families of men who’ve received over 14 life sentences for first time, non-violent drug distribution.  This amounts to torture.

2) The president should form a federal task force to determine how many people have been affected by the old standards and make recommendations on how to correct the wrongs of the past.

3) President Obama must use his bully pulpit to speak on mass incarceration and the impact of the prison industrial complex, even noting the well-documented racial disparity.   I know that President Obama might be afraid to tell America that he’s a black man, but it’s time to let the cat out of the bag.

4) The president should ask Attorney General Eric Holder to form a task force to provide recommendations on how to address this issue.  From what I know about Eric Holder, he wants to do this.  I encourage him to provide strong leadership on an issue that affects so many men like himself, even if Valerie Jarrett tells him not to.

The video (which is below) is a disgusting reminder of how many of those arrested for drug crimes are political prisoners.  Black women today have difficulty finding husbands because so many men are in prison.  Black children are missing critical mentors, and our community is falling apart at the seams for the numbers of men and women who’ve been hammered by the holocaust of mass incarceration.  It’s one thing to make drug arrests, but when those policies so blatantly impact one segment of the population, we should all be outraged.

  3. Let’s be clear – President Obama is no different than any other American President. He represents the interest of the ruling elite in American society. The black electorate sadly has no representative at that table. The seats at the table are dominated by Wall Street, multi-national corporations, super powerful foreign policy interest, etc. These are the heavy hitters. We are merely spectators.

    The interest of blacks and other constituencies are subordinate to these powerful interest for one reason and one reason alone – we are not organized. Better yet – we do not have organized power. One only has to read the book The Israel Lobby by John J. Mearsheimer and Stephen M. Walt to understand what is being proposed here. While I am adamantly opposed to U.S. policy in the Middle East I do respect the organized power of the American Israel Public Affairs Committee (AIPAC). This organization is by far one of the most feared lobbying groups in Washington D.C.. They also have a seat at the table.

    It is not enough to hope, wish or expect this President or any future president to do right by us. As Cornell West is fond of saying – we have to force presidents into glory. We have to make the President and the Congress do right by us and that only happens when we develop a mechanism to advance and protect our collective interest. I believe it was Frederick Douglass who said “Power concedes nothing without a demand. It never did and it never will.”
    Admittedly, Obama was the first mainstream candidate from any party that I ever voted for in a presidential general election. I simply have a difficult time trusting mainstream candidates regardless of their color. However, in my quest to help make history I voted for Obama. Additionally, I felt it was important for black children – our children – to see a black man occupy the most powerful political seat in the world. I simply had no other illusions about the man despite his campaign’s “yes we can” rhetoric. For reasons stated above I knew what we were getting and I did not expect anything more. Clearly we got a lot less. His opponents (i.e. McCain- Palin, Romney-Ryan) made my decision exponentially easier.

    I knew as did a small sophisticated element in the broader black community, that not much would change for the black poor and the millions of desperate souls who voted for him. There would be no political reciprocity. Politics at the national level in particular simply doesn’t work like that. It takes a whole lot of money plus organization to play this game . So while Obama and his team played on black pride and the desperation and hopes of others to secure our support and his subsequent election victory the reality is Team Obama knows they can get away with ignoring our individual and collective needs and interest. He’s not the first President to act in this fashion and he will not be the last – unless we change how we play the game. Let the organizing begin.

First, many view African American men as to weak to not sell drugs, secondly for many in the game, this is the only life the would want for themselves. So yes I can believe the agent is telling the truth about what he was instructed to do it's real simple there is price for each clown we capture selling drugs and of course the weak African American man is the biggest Money Maker feel that!

As a 56year old mother of three adult sons echo the remarks of “Sue”……tell me what does a mother tell her strong black men,that’s gotten the edducation, avoided the disproportinate penal ststems,and still gets the doors shut in their faces simply because they are black. I must also say that one of my sons is Bi-racial and gets the jobs he seeks and has a masters degree….one is a medical assistant, yet, because of a prior conviction (posession) over 6- yrs ago..has been unable to re-enter the work force although he’s paid his debt to society.the upside,I’m a liscensed nurse and I am in the process of starting my own Nursing service and “I” will put my sons to work. One as a driver of the company car,the medical assistant will do all medical coding/billing and my technology major will do marketing, and design all sites.

    Question: How many Black women out there want a convicted drug dealer as a husband and a father for their children? There is no dispute that that the war on drugs was aimed primarily at the Black Community; however, dealing drugs was a choice that these men made rather than going to school, getting an education and doing what "real Black men do; getting a job or starting a business. Every one of these incarcerated Black men had the same opportunities as every other Black man who didn't sell drugs or commit a crime and stayed out of prison.

Voting is a duty especially for Black people, a responsibility of citizenship and a way to address the very disproportionate impact of the “Drug War” on Black people. Voting is how we advance our interests.

    We were a major contributing factor to the obstructionism in Congress. We voted for President Obama in 2008 and were no shows in 2010. We allowed the Tea-bigots whose sole agenda is defeating President Obama to take over in 2010. Now, you have the nerve to tell Black people about the lines and impediments to voting and infer that we did something for President Obama and Democrats? Listen Fool, every time we vote, every time we participate in the democratic process, we do something for ourselves!

    What you should be doing is educating people that the lines were deliberate efforts at voter suppression and that when we buy into that BS, we contribute to our own oppression. How about encouraging Black folks to target the governors and secretaries of states responsible for the lines and voter suppression and voting them out? Every election and every office counts!

    While I agree with the DEA agent’s position and the impact of the “War on Drugs” on Black people and with Dr. Leon’s recommendations, coming from you in your we did President Obama and Democrats a favor by standing in line to exercise the fundamental duty of American citizenship a favor tirade is disingenuous at best. Your bias and negativity regarding President Obama and Democrats diminishes a legitimate issue.

    Moreover, Dr. Leon, the DEA agent and you failed to add the most crucial recommendation. We can decide to stop volunteering as casualities in the “War on Drugs.” We can stop slinging drugs and we can stop tolerating Sister Sukie’s grandson Lil Pookie from slinging drugs in our communities. Yes, the “War on Drugs” disproportionately impacts Black communities. Nonetheless, some of us volunteered as low level foot soldiers in that war.

In fact, there is much like this going on in addition to overall long term unemployment and negative economic status of African Americans, which is much worse than what is being reported by white-owned mainstream media organizations and African Americans with and without higher education are deliberately not being hired for available jobs having nothing to do with their skills or education, are deliberately being discriminated against by the vast majority of America’s employers who are white, and white employers nationwide are overwhelmingly first hiring other whites and non-African American native minorities (Latinos, Asians, etc…). The employment, business development, and economic and social conditions in America for African Americans, for blacks in the Carribean and Africa, and for poor people worldwide are going to get far, far worse than most can even begin to imagine and all are sitting ducks.

    Equally important is the fact of all white America’s highly useful black pawns including 1/2 white Barack Obama, 1/2 white Benjamin Jealous, high white-blooded Marc Morial, 1/2 white young turk master politician Newark, NJ Mayor wannabe Govenor Cory Booker, the 1/2 white Lt. Govenor of MD, the former 1/2 white D.C. Mayor Fenty thank-God-blacks-got-rid-of-him-but-way-too-late, and also other 1/2 white/black and non-biracial black politicians in America nor the Congressional Black Caucus. Ditto for the so-called “Elite Blacks” who are overwhelmingly willing henchmen and henchwomen of America’s white power structure all seeking to maintain their access to money and positions of authority awarded them for doing the bidding of white supremacy against the Black Race en mass in America, Carribean, and Africa. Far too many cloaked in black and brown skin providing them automatic access, infiltration, and voices of white-led deception, condemnation, destruction, and nothing else into black communities, black agenda grass roots advocacy organizations, and churches nationwide.

    None of them are going to do anything at all tangible to stop or reverse the fast upcoming onslaught of deliberately escalated out of business, upper-income, middle-income and working-class employment into huge new black poverty populations joining pre-existing black poverty in America rife with anger that will become deep depression, despair, fury, poor health, sickness, riots, and ultimately blood in the streets, death, and mass incarcerations. All is underway and on the way by deliberate design. The America government and big corporations have for a while been quitely and rapidly building more prisons in great anticipation of them being filled with hordes of angry and riotous new and pre-existing long term unemployed, revolutionary, radical and poor people. The USA is quitely readying long ago previously closed military bases and other locations.

    Why will black politicians and black “elite” nationwide not do anything? Because they are also brainwashed and really have no real power and can’t and, if they actually seriously tried to do something substantially positive and longstanding to rapidly help reverse and stop black economic decline, they and members of their families will be investigated, hounded, scandalized, bounced, acquired fortunes taken, unemployed, blacklisted, bombed, and nullified in every which way either banged six-feet into the ground or also fast into the upcoming deliberate sunami of escalated new and massively increased black poverty.

    So, black politicians perform just enough believable lip service and window-dressing to appear as though they are working hard, can, and will achieve valuable tangible, if not priority results, for the people. Black politicians are not in charge and the black elite don’t even try to be charge because all know they are not, those who are in charge know it, and the only ones who do not realize it are way too many millions of black people in America, Carribean, and Africa. Black people en mass really have no real idea of who is really running America and the world, what is really going on, where those people are, what they are doing and what is going to happen, how and when. Black people have no clue of what the long game plan really is nor understand that black politicians and rich black elite are going along to get along hoping to be allowed to do what little they can and that they and their families will be spared.

    Who runs the world and controls world commerce, affairs, and the leaders of all world nations? Principally supernatural powers of evil together with the human Bilderberg Group, The Vatican, U.S. Council of Foreign Relations, and Trilateral Commission followed by back-up from their boys/girls of USDOJ CIA/FBI, USDoD, NATO, World Bank, International Monetary Fund, Federal Reserve Bank, Wall Street, largest American and international corporations worldwide, and the richest people in the world. The vast majority of black people in America and Africa are not paying any attention to the strategic tactics completely detrimental to their prosperity and basic survival long underway and much that is quite visible right in front of them. There are two places in America of several in America and Europe that black people who can should visit and see to achieve if not full quick understanding of the long game plan in a nutshell certainly way more than a mere inkling of what it really is all about.

    The plan for both continued and escalated elimination and subjugation of black people in America, Carribean, and Africa is now and always has been multi-faceted, deep, and widescale. Unfortunately, black people in America, Carribean, and Africa are easily oppressed because they believe whatever the overwhelmingly white-controlled USA government, politicians, education system, judicial system, banks, media organizations, television programs, movies, music, and advertisement industries want them to believe.

    Take a quick trip to visit, see, and thoroughly read “The Georgia Guidestones” in Elberton, Georgia. Next, go and visit the Denver Airport and spend time thoroughly viewing the massive wall art murals throughout and also see the symbols on the marble floors. Then, research and fully read about The Committee of 300, High Knights and Knights of Malta, Knights of Columbus, and Protocols of The Learned Elders of Zion. Also, understand that HIV/AIDs was in fact deliberately created by white American and European scientists and deliberately introduced by them into Africa and America specifically to genocidedly wipe out and reduce the Black Race population (Read Dr. Francis Cress Welsing’ book The Isis Papers. Also, understand that rich white American government and private sector leaders together with those in European countries and their huge corporations are again carving up and re-colonizing Africa following covert daily wiping out of millions of African people via HIV/AIDs coupled with U.S./NATO/Europe led deliberate destruction and destabilization of the African Union (uniting of all African state countries) movement by the leaders of 54 African countries to create a united Africa via U.S./NATO/Europe paid instigation of false civil uprising in and bombing of oil rich Libya specifically to take out and murder Qadaffi who strongly fully supported, participated in, and financially supported the African Union, and via paid instigation of tribal civil war genocide in Rawada and Sudan, paid economic and civil destabilization, paid subversions, and false civil uprisings in Somolia, Congo, Mali, Libya, Tunisia, Egypt, Bahrain, Syria and so on, paid support and installations of certain politicians by USA and Europe as leaders of key African countries and certainly not for the benefit of the people of those countries, and following USA/NATO/Europe direct military terrorism of Libya to send message to and destabilize the African Union movement the installation of AFRICOM (U.S. and European military bases) and American/European big corporations’ land/mineral takeovers again in Africa.

    The same is going on in Black America in numerous ways ranging from via white America’s daily delivery of white supremacy subliminal and overt psychological warfare indoctrination of white domination and superiority beginning with public school education of black children daily taught about white American and European history of leaders, conquorers, european domination of black people as slaves and up from slavery to white America’s financial and political control of the public school education system regarding curriculums, what subjects / levels of courses taught, and education materials available, control of available employment and hiring, control of military and genocidal science chemical, viral, and bacterial biological warfare programs, control of judicial system, law enforcement, banks, media organizations, entertainment industry, advertising, food/health/medicine industries, control of illegal drugs and alcohol, and control of the prison industrial complex in tight partnership Europe/Vatican/Bilderberg Group.

    Black children, youth, and teenagers have since black people were first brought to America and following the Civil Rights Movement historically been taught in school all about the evolution and exploits of white America and Europe and nothing at all about Africa regarding any truth or thorough knowledge as if the huge continent of Africa and her accurate ancient history to which European knowledge and development across the board is directly tied is historically irrevelant and does not exist just as her black people have not massively contributed to the great knowledge and wealth of European, American, and world civilization. Lack of true and thorough historical knowledge of self and deliberate cover up and deceit about such of tremendous great importance is truly where the real problems of black children, adults, families, and lack of black unification really begins and from which all other negative, destructive psychological emotions, behaviors, actions flow. How can any black person on earth believe this is good or healthy for black children or the Black Race? It absolutely is not and is also long term psychologically damaging and by deliberate design.

    Any race of people not knowing their own true history or roots is a race of people easily indoctrinated, deceived, confused, self-hating, infiltrated, divided, diluted, forever largely overwhelmed, overtaken, and suspended in an idle twilight zone of ignorance to be easily daily conquored and destroyed en mass. As for what Black American and Black Africa ought to do, but far too many millions likely will not to save and reverse en mass troubles and decline of every kind is to first return to and rapidly learn and live the Word of Almighty God in obedience and in daily pray to Him asking for His mercy, guidance, and protection. Second, to rapidly unite together in active moral, spiritual, social and economic solidarity to actively plan survival and prosperity by any means necessary and acceptable to Almighty God. And third, to rapidly spread as much important knowledge and survival guidance and help if possible to as many other black people in America, Carribean, and in Africa as humanly possible. That’s it. Other than this, black people need to and should also know as well that the only unbought, unbent, strongest, unafraid, and worthy spiritual and moral leader of black people in America always speaking truth to change that more black people listen to and overwhelmingly support en mass is Minister Louis Farrakhan.

      Wow! That entry must have taken several hours to write and edit. I agree with most of the opinions in the piece. I disagree with your fractional color theory. I would argue that making the correct and courageous political decisions is about values and character – elements missing in too many politicians when race is a factor.

      In reference to your destructive psychological damage comment. What is your take on the commericalized tag “black friday”?

    So this disgruntled, ethnically poor mouthed, PREVIOUS and obviously disgruntled employee is making outrageous and unprovable accusations of systemic and institutional racism against his former employer, The US Drug Enforcement Agency, Charming. The ex employee claimed " he was informed that doing drug raids in white neighborhoods would lead to political consequences for the agencies involved. He even said that the team would “lose their overtime.” This is a very serious accusation. I hope once due diligence shows that it is a total lie, he is charged with a slander crime against the good people of this agency and these United States. The responses are true President Obama is not the Messiah he is there to do a job and it takes all of us to speak out on the unfair justice system that our people has been and still are subjective to. In all facts if we know better do better and stop expecting others to give you respect walk and demand the respect. First of all MLK said it well "America has written a check and it is insufficient" just a paraphase so now its time to take the rubber check back and embrass our own desires.   20. We can’t expect POTUS to do everthing for us. Note this many people that r not working r trying to update their job skills. We must do more than complain. Npthing is new about blacks being targeted. I know people who were in the game and were smart enough to finance their education and open up legitimate businesses and left that life behind. Some of these guys only spend their money on cars and clothes and eventually catch a case. We must remember if they can’t do the time stop putting yourself in these situations. If you can’t find a job at least be mentor to these kids that have absent fathers and except responsibility for your bad decisions.

  21. Dr. Boyce how about telling black people how to work the political system after congress people are votes. If all those that r incarcerated biasely were let out where will they find jobs. We as a people should take advantage of the education grants that Obama has made possible so we can get the skills needed for todays jobs. Also we should demand that these stores in our community hire within that community or let them experience what it feel like to miss our money. We have economic and political power we must learn how to use it. We cant expect th LOTUS

  22. I recall in the beginning that the Black Leaders were demanding that the President do something about that "Crack Cocaine". At that time our communities were being devastated by our youth becoming addicted to drugs. In short we asked the government to get involved. (Be careful what you ask for you might get it) The way a big government operates is mass sweeps and harsh penalties. Regardless of what happens to White people the Black youth continues to be troubled by drugs. If we do not want the government to interfere with the problem then we must solve the problem ourselves. What good is a man who is free if he is full of drugs and is using all of his children’s money to obtain drugs? We have to think and take “collective corrective” action or allow the government to do their harsh thing. Remember at no time does the government act in a highly selective educated manner, they always take the easy way out which means the weakest become the target to provide the example. If they locked up all of the White drug users would that help our Black community? What do we want a drug free society or an empty jail? How do we solve the problem? To Dr Boyce Watkins please use your talent that your maker gave you and start helping our community solve our problems instead of attempting to cause uproars. I am sure if you were to spend as much of your time thinking positively about the “Black Problems" you could become a great contributor to your race. The way you are going now you will most likely end up being a "nobody”. I just don’t believe that is what is supposed to happen to you!

    • This is as old as time, That is the same thing with Civil Rights. Be careful of what you ask for you might get it! And that was the blow need to make the drugs so effective in our community! We sold away of Community so we can sit at the counter with people that never cared about us in the first place. So we took the jobs right from under ourselves.   28. Are any of us overlooking the fact that these men are guilty? Are we so overwhelm by racial inequality that we forget drug dealers sell DEATH. If youre going to comment on how the penal system and how mass incarceration is destroying the black man and about kids not having role models because of this injustice, let’s also talk about the effects that DRUG ABUSED PARENTS have on those same kids. Yes I understand that there is a racial prejudice. But we ask for stiffer penalties so that lessons would be learned. The few times I was either taken to jail or ticketed for no reason other than that I was Black, my mother would tell me “Nothing good happens after 12 O’clock at night, if you had been at home or some where you had good reason to be, the police would not just pick on you for no reason”. Once this piece of advice got into my head, I haven’t had a ticket or been to jail in 50 years. How many black men would be locked up if they believed what I believe?

Most educated African Americans in top positions have also known these things for a long time, yet the racist status quo remain strong decade after decade. Those of us who are not afraid of retatilation stand alone and there's not much one can do when the masses are standing still with their hands in their pockets. President Obama cannot single handedly release those in prison. What we as people of color( Blacks and Hispanics Mostly) need to unite and put pressure on ALL of those we elected and then our President administration will get the message.

Dr Watkins has been talking about this issue forever, but he can't get the media attention as our President can. Dr. Watkins voice does not carry the weight as the Commander-In-Chief. Many blacks continue to give our President a pass regarding the many ills of our people, and it keep us from progress. If you are not apart of real solution of getting justice for our sisters and brothers in the prison system, which will affect all of those in the prison system, than please push pause.     • Education is of the utmost important for our people to thrive on any continent. And we don't thrive for knowledge because white people will like us, but because it gives us a better understanding of our humanity. The cops and prison industry target us daily; however, an uneducated reaction to this kind of racism is the downfall of most incarcerated black men. Thousands of black men are falsely incarcerated because they failed to do one simple thing: shut up. It isn't prudent to flail one's arms violently and put a façade of toughness against an institution that needs us to act in that manner to survive. In the early 1800s, the Abolitionists of that day talked truthfully about what it would take for us to become a strong and vibrant people. They came to one simple conclusion: education. This meant blacks needed a voracious appetite for learning. Since our people's emancipation, the United States has done everything within their power to ensure our education is substandard. If the United States government on all levels put tons of time and money into ensuring we remain ignorant and enslaved, then we should spend every waking hour to ensure we remain educated and free. It's harder to falsely incarcerate an educated person. It weighs on the conscious of the incarcerators.

    • Great responses. My view is that the prison industrial complex and the war on drugs definetly has been destructive to the black community and family. However we need to take an honest look and remind ourselves that none of this would apply if we didn't put ourselves in the position to be placed in the criminal justice system. No-one forces you to sell or do drugs. That is a choice, and the consequences of that choice for blacks can be devastating. You know this going in, however when you use or deal drugs, you are making a cost-benefit-analysis decision. You decide that the benefits of dealing or doing drugs outweigh the risk of the consequences if you get caught. So when you are arrested, I have little sympathy for the results, although I will acknowledge that those results are usually harsher on people of color. But if I know that, then I'm sure others do to, so instead of selling or using drugs, use that energy to get an education, a trade or skill, get a job and obey the law. Complaints about the unfairness of the criminal justice system usually falls on deaf ears when it comes from someone behind bars.

    • I am tired of the black people that expect this man to solve every problem. He cannot he runs the federal government. Why don't these same people put pressure on local officials, local elections this is where most of the battle for change is. This man did not stand when he was with the DEA now he want the president to solve or speak up on this topic. They all choose to call out the president because they get attention, media interviews and then promote a book it's about the money. I'm looking forward to when the next president who will be white if they hold him or her accountable.

    Please, let's not jumble all black fathers as the men residing in prisons. Call it what it is. Some black men are in prison, many are not. Those in prison did something to get there. I agree they may not have been treated fairly. Some have kids at home. Concentration should be kept on how the administration can change ccurrent judicial behaviors to be fair but nothing will change the direction of black men comitting crimes but themselves.
